Ourprincipalpoliciesandmeasureshaveconsistedofthefollowing:First，westrengthenedtheagriculturalsector.Thehighindustrialgrowthratesof1992and1993cameattheexpenseoftheagriculturalsectorandtheinterestsofthefarmers，andtheresultwasskyrocketingpricesforediblegrains.Duringthethree-yearperiodbetween1994and1996，wetwiceraisedthegovernmentpurchasepricesforgrainsandcotton.Wealsoadoptedaseriesofmeasurestostabilizeproduc-tionrelationshipsinvillages，ensurethesupplyofagriculturalinputssuchaschemicalfertilizers，andreducethetaxburdenoffarmers.
　　Thesemeasureshadtheeffectofmotivatingfarmerstoproduce.Ineachofthepasttwoyears，ediblegrainproductionincreasedbymorethan20milliontons.Thissummerwehadanotherbumpergraincrop，soalthoughtheautumnharvestmaydeclineduetoweatherconditions，grainproductionfortheentireyearwon'tbemuchlessthanthatoflastyear，whichwasanexceptionallygoodyear.Theabundantgrainsupplyhasstabilizedthepriceoffood，whichaccountsforalargeshareof
　　householdconsumptionbudgets.Thiswasanimportantreasonforthe　rapiddeclineintherateofpriceincreases.
　　Second，beginninginthesecondhalfof1993，werestoredordertothefinancialsectorandimplementedappropriatelytightfiscalandmonetarypolicies.Wewereabletorestrainexcessiveincreasesinthemoneysupplyandtheover-expansionoffixedinvestment.Comparedto1993，therateofgrowthofaggregatefixedinvestmentin1996droppedfrom61.8percentto18.2percentandtherateofgrowthofthebroadmoneysupply（M2）droppedfrom37.3percentto25.3percent，thus　ensuringthebasicequilibriumofthemacroeconomy.

China'shistoricshift-fromanationemergingfromtheshadowsofdecadesofdiplomaticandeconomicisolationtoamajorplayerintheworldarena-wasbynomeanscertainwhenZhuRongjitookthehelmasPremierin1998.DengXiaoping'sreformpolicies，begunin1978，hadsetthenationonthepathtowardrapiddevelopmentandmodernization，andopenedthe
　　doortointernationalinvestmentandtrade.Bythelate1990s，however，thisdirectionwaschallengedbyahostoftroubles：anoverheatedeconomythreateninginflation，redundantstate-ownedenterprises，creepingcorruption，andagapingdisparitybetweencoastalandinlandeconomies.Theharder，morefundamentalreformsneededtosolvetheseproblems，wereyettobetackled.Itwouldtakeaverycommittedandstrong-mindedreformertobringabouttheseoftenpoliticallydifficultchanges.TousherChinaintoanewageofinternationalresponsibility，itwouldtakealeaderwhocouldcommunicateespeciallyadroitlyandcomfortablyaroundtheworld.
　　Thesetraits-　andZhu'scriticalroleinmovingChinaforward-areamplyevidentinthiscollectionofthePremier'stalksandinterviewswithforeignjournalists.
