Ourprincipalpoliciesandmeasureshaveconsistedofthefollowing:First,westrengthenedtheagriculturalsector.Thehighindustrialgrowthratesof1992and1993cameattheexpenseoftheagriculturalsectorandtheinterestsofthefarmers,andtheresultwasskyrocketingpricesforediblegrains.Duringthethree-yearperiodbetween1994and1996,wetwiceraisedthegovernmentpurchasepricesforgrainsandcotton.Wealsoadoptedaseriesofmeasurestostabilizeproduc-tionrelationshipsinvillages,ensurethesupplyofagriculturalinputssuchaschemicalfertilizers,andreducethetaxburdenoffarmers.
Thesemeasureshadtheeffectofmotivatingfarmerstoproduce.Ineachofthepasttwoyears,ediblegrainproductionincreasedbymorethan20milliontons.Thissummerwehadanotherbumpergraincrop,soalthoughtheautumnharvestmaydeclineduetoweatherconditions,grainproductionfortheentireyearwon'tbemuchlessthanthatoflastyear,whichwasanexceptionallygoodyear.Theabundantgrainsupplyhasstabilizedthepriceoffood,whichaccountsforalargeshareof
householdconsumptionbudgets.Thiswasanimportantreasonforthe rapiddeclineintherateofpriceincreases.
Second,beginninginthesecondhalfof1993,werestoredordertothefinancialsectorandimplementedappropriatelytightfiscalandmonetarypolicies.Wewereabletorestrainexcessiveincreasesinthemoneysupplyandtheover-expansionoffixedinvestment.Comparedto1993,therateofgrowthofaggregatefixedinvestmentin1996droppedfrom61.8percentto18.2percentandtherateofgrowthofthebroadmoneysupply(M2)droppedfrom37.3percentto25.3percent,thus ensuringthebasicequilibriumofthemacroeconomy.

China'shistoricshift-fromanationemergingfromtheshadowsofdecadesofdiplomaticandeconomicisolationtoamajorplayerintheworldarena-wasbynomeanscertainwhenZhuRongjitookthehelmasPremierin1998.DengXiaoping'sreformpolicies,begunin1978,hadsetthenationonthepathtowardrapiddevelopmentandmodernization,andopenedthe
doortointernationalinvestmentandtrade.Bythelate1990s,however,thisdirectionwaschallengedbyahostoftroubles:anoverheatedeconomythreateninginflation,redundantstate-ownedenterprises,creepingcorruption,andagapingdisparitybetweencoastalandinlandeconomies.Theharder,morefundamentalreformsneededtosolvetheseproblems,wereyettobetackled.Itwouldtakeaverycommittedandstrong-mindedreformertobringabouttheseoftenpoliticallydifficultchanges.TousherChinaintoanewageofinternationalresponsibility,itwouldtakealeaderwhocouldcommunicateespeciallyadroitlyandcomfortablyaroundtheworld.
Thesetraits- andZhu'scriticalroleinmovingChinaforward-areamplyevidentinthiscollectionofthePremier'stalksandinterviewswithforeignjournalists.
